On 27 July 2026, Implementing Regulation (EU) 2026/1810 was published concerning the update of the list of essential substances for food-producing horses. This Regulation entered into force on the day following its publication and amends Implementing Regulation (EU) 2025/901 and Regulation (EC) No 1950/2006.
Major changes
- Addition of the substances sevoflurane, ketoconazole (for topical use only) and midazolam to the list.
- Deletion of the substances digoxin, dorzolamide, griseofulvin, imipramine, ketoconazole, phenytoin and ticarcillin. These active substances may no longer be used in food-producing horses from 28 July 2026.
- The use of ticarcillin in animals is no longer allowed within the European Union.
Consequences
- The Annex to Implementing Regulation (EU) 2025/901 is replaced by the Annex to Regulation (EU) 2026/1810.
- The entries for the substances digoxin, dorzolamide, griseofulvin, imipramine, ketoconazole, phenytoin and ticarcillin in the Annex to Regulation (EC) No 1950/2006 shall be deleted.
- The withdrawal period to be observed for the authorised substances is six months.
Commission Regulation (EC) No 1950/2006 remains applicable until and including 21 May 2027. Although the substances listed in the Annex to that Regulation may continue to be used until and including 21 May 2027 (with the exception of digoxin, dorzolamide, griseofulvin, imipramine, ketoconazole, phenytoin and ticarcillin), it is recommended, in order to ensure a high level of consumer protection, to discontinue the use of substances that are included in Regulation (EC) No 1950/2006 but are no longer included in Implementing Regulation (EU) 2026/1810 before that date.
