No. Growing cannabis is currently not permitted in Belgium. The FAMHP cannot issue a licence for this, not even for medical or scientific purposes.
There is one exception to this legislation: cannabis with a THC content of less than or equal to 0.3 % (hemp). Farmers who wish to grow hemp in open ground (not in pots) can obtain a licence for this from the regional authorities.

No. The possession, use or trade of cannabis seeds is punishable by law if they can grow into cannabis plants with a THC content higher than 0.3 %.
No. The cultivation of cannabis plants that produce cannabis with a THC content higher than 0.3 % is prohibited by law. Any plants discovered must be seized and destroyed. A joint guideline from the Minister of Justice and the Public Prosecutors sets out the criminal policy.
